xamp 1.7.2 ships with php 5.3, which is known to be incompatible with Drupal 6.14. You must use 1.7.1. There. I just saved you a couple hours of troubleshooting.

Does it fix the drupal installation with the deprecated error message from wamp or xamp ??
What version were you trying to run? What I saw was an issue with php 5.3 not being supported.
